The reports are in... March 22 in Tokyo for the pink flowers. Yoyogi Park is big and fun. I would also suggest checking out the outlying parks of Tokyo.

Showa Kinnen Koen offers a stunning array of blooming flowers during any season. It is a memorial to, what used to be a massive U.S. Air Force base. So if you want to fly a kite, or something, please make sure it has a U.S flag attached... Or at least a white flag.

It is one stop past Tachikawa on the Chuo Line.

Kunitachi (a few stops before Tachikawa) is home to a dude I can not mention.... but will say that he won a Nobel prize in literature, or something.

Also has amazing avenues of of blossoms. Well worth checking out.
